Continuing Human Enabling, Enhancing, Restoring, and Sustaining (CHEERS) Multiple Authority Announcement (MAA)

MAA Overview
The 711th Human Performance Wing’s (711 HPW) Multiple-Authority Announcement (MAA) is intended to provide a comprehensive strategy for 711 HPW’s range of Science and Technology and Studies and Analysis, creating an announcement that allows for progression from basic research to technology maturation and transition. This approach will accomplish the following:
  • Foster collaborative environment between the systems program office and research lab by allowing for transition from applied research to system specific requirements.
  • Enable faster development and rapid transition of emerging technologies into fielded systems for testing and evaluation.
A single contract/instrument cannot be awarded for 6.1-6.8, but it allows for solicitation under a single announcement as the technology matures. An entire research effort may span multiple CHEERS solicitations.

Specific Solicitations
The 711 HPW MAA uses Calls for Proposal and Open Periods that enable study efforts on novel concepts, as well as R&D to mature technologies and conduct integrated demonstrations, experimentation and eventual transition of technology to mission partners. An MAA allows individual Call for Proposal solicitations to be issued when requirements are identified by the Government and/or Open Period solicitations when the Government wishes to receive offeror-generated ideas.

Type of Awards Anticipated

All contract vehicles, agreements, and assistance instruments may be utilized (FAR-based definitive contracts, grants, cooperative agreements, assistance instruments (cost or cost share), expenditure-based other transactions, other transactions for research or prototype, procurement for experimental purposes and technology investment agreements). It is anticipated that awards under this solicitation method will generally be cost-reimbursement contracts (Cost-Plus-Fixed-Fee, Cost, or Cost Share), assistance instruments (Cost or Cost Share), and expenditure-based other transactions, but will be TBD per specific solicitation.

711 HPW AREAS OF FOCUS

Human Effectiveness Directorate (RH)
AFRL's Human Effectiveness Directorate is a key component of the 711 HPW. The directorate is composed of a diverse group of scientists and engineers studying developing technologies specific to the human element of warfighting capability. We are leading the United States Air Force (USAF) in its human-centered research, and we integrate biological and cognitive technologies to optimize and protect the Airman's capabilities to Fly, Fight, and Win in Air, Space, and Cyberspace. RH is the heart of Airman-centered science and technology for the USAF. RH is focused on enduring challenges to enable, sustain, and enhance multi-domain capable Airman and Airman-machine operations. RH leverages five primary Technical Competencies to deliver technology options for future USAF capabilities: Training, Adaptive Warfighter Interfaces, Bioeffects, Bioengineering and Warfighter Medical Optimization. The RH Directorate develops Airman-related technology for systems crucial to continued aerospace superiority. We work to transfer the same or similar technology to civilian applications when appropriate. We are organized into three divisions located at Wright-Patterson Air Force Base, Ohio and Joint Base San Antonio, Texas.
  • Airman Biosciences (RHB): Discover, demonstrate, and transition knowledge products and technology solutions from the full spectrum of bioscience, biotechnology and aerospace medicine, to enable, enhance, sustain, and restore the health and performance of the multi-domain Airman.
  • Bioeffects (RHD): Protects against and exploits the bioeffects of battlefield environmental stressors.
  • Warfighter Interactions & Readiness (RHW): Enable a more informed, agile, and lethal force by delivering revolutionary capabilities that enhance preparation and mission execution across the full range of military operations.

United States School of Aerospace Medicine (USAFSAM)
USAFSAM anticipates & meets future demands of the Aerospace and Operational Medicine Enterprise (AOME) by providing relevant operational medical solutions supporting current and future DOD missions within the following focus areas: Aerospace Medicine/Physiology, En Route Care/Expeditionary Medicine/Prolonged Field Care, Public Health/Preventative Medicine, and Occupational Health and Bioenvironmental Engineering. USAFSAM maximizes and leverages knowledge generation with operationally focused studies to sustain and optimize Joint Operator performance and resiliency.
