ELIZABETH P. MILLER

Ms. Elizabeth P. Miller  is the Deputy Director, United States Air Force School of Aerospace Medicine (USAFSAM), 711th Human Performance Wing, Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. As Deputy Director, Miller is a senior advisor to the Commander and is responsible for the planning and operations for more than 1,100 military, civilian and contract personnel across six departments. In addition, she orchestrates Defense Health Plan strategic alliances and collaborations with top-tier universities and medical centers.

Ms. Miller served over 21 years in the Air Force, in both enlisted and officer ranks serving as an administrative specialist and health care administrator. She earned her bachelor’s and master’s degree while in the Air Force. Ms. Miller worked in outpatient records, medical readiness, education and training, commander support staff, personnel reliability program, customer service, TRICARE, Information Systems, executive officer, and resource management. Ms. Miller deployed to Manas Air Base, Kyrgyzstan as the sole administrator, managing a staff of 30 and providing aeromedical evacuation support to over 32 missions during a six-month period. 

Once retired, she accepted a civil service position within the Headquarters, Air Force Materiel Command, Surgeon General’s Office as a budget analyst. After working with the Base Realignment and Closure (BRAC) 2005 office, she was offered a position within the newly established 711th Human Performance Wing (711 HPW) transition team as the defense health program lead, overseeing the realignment of the Air Force Institute of Occupational Health, the United States School of Aerospace Medicine, and supporting offices from Brooks City Base to Wright-Patterson Air Force Base. In 2007, Ms. Miller accepted a financial management position within 711 HPW as the Defense Health Program Division Chief, directing $100M in Operations & Maintenance and $140M in Research Development, Testing & Evaluation funding. She then moved to the En Route Care Training Department within USAFSAM and led 180 personnel assigned at home station and across six geographically separated units, each embedded within a civilian, inner-city level one trauma center. The department delivers approximately 90 Air Force temporary duty-to-school formal courses including four Air Expeditionary Force unit type code team pre-requisites. Ms. Miller moved to her current position in November 2024. Ms. Miller is a certified defense financial manager and acquisition professional level 3 in financial management.

USAFSAM is the premier institute for education and worldwide operational consultation for the Aerospace and Operational Medicine Enterprise (AOME). The AOME encompasses the areas of Aerospace Medicine, Aeromedical Evacuation, Occupational and Environmental Health, and Public Health and Preventive Medicine. USAFSAM trains 5,000 Department of Defense, international, and civilian students and performs 26,000 operational consultations across the AOME.
