Colonel DALE HARRELL

Col. Dale Harrell is the Commander, 711th Human Performance Wing (711 HPW), Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. The 711 HPW advances human performance and integration for air, space and cyberspace through research, education, consultation, and operational support. The Wing operates at nine geographically separated sites and includes the Human Effectiveness Directorate and the U.S. Air Force School of Aerospace Medicine. Col. Harrell oversees more than 2,000 personnel and an annual $390 million budget, providing the strategic direction for training, consultation, policies and programs in biotechnology, aerospace and occupational medicine, public health and bioenvironmental engineering.

Prior to his current assignment, Col. Harrell was the Command Surgeon for Air Force Materiel Command (AFMC), Wright-Patterson Air Force Base, Ohio. He led a staff of 36 personnel and served as the principal medical advisor to the AFMC Commander, supporting all aspects of the AFMC mission and base operational support for U.S. Space Force (USSF) installations. Col. Harrell promoted the health and well-being of more than 100,000 military and civilian personnel, implementing safe, high quality healthcare services, and leading execution of the U.S. Air Force Surgeon General’s medical policies and programs for 12 AFMC and USSF military treatment facilities and the 711th Human Performance Wing. He ensured that more than 7,000 medical personnel were ready to deploy and able to provide robust medical contingency response. Col. Harrell oversaw an annual budget of $120 million and a War Reserve Materiel budget of $32 million and advocated for the delivery of care to 375,000 Military Health System beneficiaries.

Prior to his last assignment, Col. Harrell was the 88th Medical Group Military Treatment Facility (MTF) Director/Commander at Wright-Patterson AFB. He enlisted in the United States Air Force in 1991 as an Aerospace Medical Service Specialist followed by a 2005 commission into the Air Force Nurse Corps. He holds a Doctorate of Nursing Practice from Otterbein University and is board certified as a Family Nurse Practitioner.
