AFRL/RIKA - Acquisition Management Branch

Mission Statement
This branch manages and maintains the RIK PC System network. This includes: monitoring, testing and troubleshooting; installing software upgrades and patches; installing hardware upgrades; managing all RIK Contract Writing System user accounts; acting as help desk for minor contract writing system problems. Division focal point for all RI and AFMC automated management systems and provides quality control for contracting inputs into the system database. Responsible for coordinating and implementing all higher headquarters electronic commerce and paper-free contracting initiatives at RI. Administers all RIK web-based procurement applications/systems, including maintenance of the RIK web home page. Performs management analysis and generates management reports to assist the Division and higher headquarters in controlling the contracting function. Provides cross-functional acquisition experts to facilitate the preparation and processing of procurable packages, Statements of Work (SOW) and Contract Data Requirements Lists (CDRLs). Provides assistance to RI personnel in the development of Broad Agency Announcements (BAAs). Coordinates the Small Business Innovation Research (SBIR) program/efforts within the Contracting Division. The RIKA Procurement Analyst/Quality Assurance Program (QAP) coordinator is the point of contact for the Contractor Performance Assessment Reporting System and the Procurement Integrated Enterprise Environment and is the RIK liaison when coordinating new programs and obligations with DARPA.

AFRL/RIKC - Acquisition Policy and Support Branch

Mission Statement
This branch develops, interprets, and implements contracting, assistance, and agreement policies and procedures. RIKC provides Procurement Analyst staff support to designated clearance authorities, conducting file reviews to determine the action's compliance, completeness, and thoroughness. RIKC Procurement Analysts support the buying branches by developing and maintaining various acquisition guides, templates, and training materials. Procurement Analysts also provide business advice and acquisition support for the outgoing Military Interdepartmental Procurement Requests (MIPR) process. Contract Price and Cost Analysts within the branch provide advice, counsel, and services supporting reasonable pricing of contract actions, including evaluation of cost or pricing data. RIKC is also the focal point for warranting procedures and proctoring the AF Contracting Officer Test for the Division.

AFRL/RIKD - Information Warfare Contracting Branch

Mission Statement
This branch provides Research & Development contracting expertise for the AFRL Information Directorate and its mission partners, serving as the primary business advisor to AFRL/RIG Information Warfare Division. Reviews the adequacy of assigned purchase request packages for contract action. Assists engineering personnel in finalizing Statements of Work, specifications and data requirements. Publishes "Notices of Contract Action," and/or "Notice of Award" in the System for Award Management (SAM.gov) as required by regulation. Selects sources for solicitation and prepares Request for Proposals (RFPs), receives and evaluates proposals, negotiates, requests final proposal revisions, or makes awards without discussion, if possible, performs source selection and awards appropriate contractual instruments. Negotiates and awards contracts resulting from Broad Agency Announcements (BAAs), the Small Business Innovation Research (SBIR) national solicitation, and the Small Business Minority 8(a) Program. Conducts Contract and Business Clearance Approval for all contractual actions within the approved thresholds.

AFRL/RIKE - Intelligence Systems Contracting Branch

Mission Statement
This branch provides contracting expertise for the AFRL Information Directorate and is responsible for planning and executing services to support the research and development mission. In addition, as the primary business advisors to the AFRL/RI Intelligence Systems Technical Division (RIE), as well as numerous external customers, RIKE reviews the adequacy of assigned R&D and Non-R&D services procurement packages for contracts, assistance agreements, Partnership Intermediary Agreements, Other Transactions and orders under Government-Wide Acquisition Contract (GWAC) vehicles. For source selections and orders under GWAC vehicles, Contract Specialists assist Program Managers with requirements definition, market research, socio-economic considerations, and acquisition planning. In addition, they negotiate and award contracts, assistance instruments and other transactions resulting from Broad Agency Announcements, Advanced Research Announcements, SBIR/STTR solicitations, and the Small Business Minority 8(a) Program. This includes solicitation, evaluation, negotiation, award, and contract management through closeout.

AFRL/RIKF - Computing Communications and Information Systems Contracting Branch

Mission Statement
This branch provides Research & Development contracting expertise for the AFRL Information Directorate and its military and intelligence customers. It serves as the primary business advisor to AFRL/RIS Information Systems Division, AFRL/RIT Computing and Communications Division and RIZ Special Programs Division. RIKF plans and executes contracts, task orders, assistance instruments, Partnership Intermediary Agreements, and Other Transactions using Broad Agency Announcements, Source Selections, Government-Wide Acquisition Contracts, and direct solicitations. This includes solicitation, evaluation, negotiation, award, and contract management through closeout. In addition, RIKF assists Program Managers with requirements definition, market research, socio-economic considerations, and acquisition planning.

AFRL/RIKO - Specialized Acquisition & Operational Contracting Branch

Mission Statement
This branch provides contracting expertise for the AFRL Information Directorate and is responsible for planning and executing site support services and procuring supplies for the AFRL Information Directorate R&D mission. RIKO performs contract management and administration on all contracts and purchase orders issued. Contract Specialists select sources for solicitation and prepare Requests for Quotations (RFQs) and Request for Proposals (RFPs), as appropriate. RIKO receives and evaluates quotes and proposals via the source selection process, requests Best and Final Offers, makes awards without discussion if possible, performs complex source selections, and awards appropriate contractual instruments to include multiple award contracts. In addition, RIKO awards contracts for R&D equipment and materials, non-personal services, furniture, maintenance and construction services, and the Small Business Minority 8(a) Programs. RIKO is also responsible for training, implementing and auditing the Government Purchase Card program.
