DR. JONAHIRA “JONI” ARNOLD

Dr. Joni Arnold is the Deputy Director, 711th Human Performance Wing (711 HPW), Air Force Research Laboratory (AFRL), Wright-Patterson Air Force Base (WPAFB), Ohio. The 711 HPW advances human performance and integration for air, space, and cyberspace through research, education, consultation, and operational support. The Wing operates at seven geographically separated sites; the two major locations are: WPAFB, Ohio and Fort Sam Houston, Texas. The Wing's primary mission units are the Airman Systems Directorate and the U.S. Air Force School of Aerospace Medicine. The Wing is comprised of more than 2,300 personnel encompassing more than 70 scientific, technical, and medical disciplines and executes an annual budget of more than $400 million.

Prior to this assignment, Dr. Arnold was Chief of the Structural Materials Division, Materials and Manufacturing Technology Directorate, AFRL. The Structural Materials Division executes a combined internal and external budget of more than $100M per year, providing the Department of the Air Force with expertise in metals, composites, and non-destructive inspections through efforts ranging from foundational science to transition of technologies for use in propulsion, aerostructures, weapons, and sustainment. Dr. Arnold also previously served as the Technical Director, Strategic Plans, Programs, Requirements, and Analyses Directorate, Headquarters Air Force Materiel Command, WPAFB. In this position, she was responsible for providing technical advice to the Director on command-wide strategic planning, programming, enterprise analyses, wargaming, and operational requirements.

Dr. Arnold has held numerous technical and leadership positions. She started her civil service career in 1996 as a Materials Engineer in the Naval Air Warfare Center Aircraft Division, Naval Air Station Patuxent River, Maryland, supporting various naval rotor and fixed wing aircraft. She has served as systems engineer, team lead, program manager, and supervisor. She has more than 20 years of experience in research and development, as well as in project management, in support of Navy and Air Force systems.
